Need someone with 5+ years CSS/HTML/SSI (server side include) with SEO performance in mind experience.  I want someone who properly codes CSS that meet all W3C standards

Bug 1 - header
The H1  text heading  is appearing below the hero image, it should be ON the lower left of the image with proper padding when viewed under 320w px @ 41% screen size or any size above it..,  the H1 is all over the screen when the screen size is below 100% this happens

Conditions
1. No server access will be given to you. I will provide you the files.
2. You will have to run test site on your server for feedback.
3. File size of current CSS called styleINDEX.css is 40kb - I expect it it to remain small after this project is completed
4. I expect proper W3c standard CSS and HTML coding using best practices.
